China regulates artificial intelligence

China has published the first set of ethical principles for regulating artificial intelligence (AI). The guide is entitled “Next Generation Artificial Intelligence Ethics Specifications”. The manual says that a person must retain full right to make decisions, as well as the right to make the choice whether to resort to AI services or stop it at any time. The document was published by the Ministry of Science and Technology of the PRC.

The document provides six basic principles for AI systems, primarily ensuring their “manageability and reliability.” In addition, improvements in human well-being, fairness and justice, protection of privacy and security, and increased ethical literacy were noted. The paramount importance of protecting and empowering users reflects Beijing’s work to tighten control over the country’s technology sector.

The innovations imply the expansion of user rights – he gets more control over interaction with AI systems on the Internet. Issues of data security, personal privacy, and the right to opt out of AI decisions are mentioned. According to the document, risk prevention involves identifying and eliminating technical vulnerabilities in AI systems, ensuring accountability of industry organizations, as well as optimizing the management and quality control of AI-based products. The Principles prohibit suppliers of AI-powered products and services from engaging in illegal activities and endangering national, public and industrial safety. Such systems should not harm the public interest.

Not so long ago, the principles of composing algorithms for content recommendations were published in China – such algorithms are often based on AI systems, built on the collection and analysis of large amounts of user data.
