The San Francisco Peace Treaty was signed 70 years ago, ending the war between the anti-Hitler coalition and Japan. The document was signed in San Francisco on September 8, 1951 between 48 coalition countries and Japan, but the USSR did not put its signature. One of the reasons was the absence in the text of clear indications that southern Sakhalin and the Kuriles came under Soviet sovereignty (as decided in Yalta in 1945).

Moscow’s refusal to sign the treaty had great consequences. Taking advantage of this fact, Japan, on the recommendation of the United States, in 1955 made claims to the USSR for all the Kuriles and southern Sakhalin, referring to the bilateral Treaty on Trade and Frontiers in 1855. During two years of negotiations, the positions of the parties became closer, and Japan limited its claims to the southern Kuriles.
