Fairness of premiums on basic products

The Federal Antimonopoly Service (FAS) of Russia and the largest retail chains have practically ended a dispute over retail margins. This was reported by the Kommersant newspaper with reference to its own source.

According to the newspaper, on August 19, the FAS held a meeting, following which it was decided that retail chains would provide the service with information on purchasing and shelf prices for some products for the analysis of margins.

Thus, the monitoring will affect 24 items of socially significant basic products, including meat, fish, milk, eggs, cereals, salt, tea, bread and beets. The interlocutor of the publication added that the FAS proposes to establish a range of “fair” markups for these products.

Experts interviewed by Kommersant explained that for socially significant products the buyer determines the general price level in stores, and therefore the chains try to keep a small margin on them. However, the question of mark-up is not so simple, since many components are included in the retail price of goods: the cost of delivery to the outlet, rent, the size of tariffs for housing and communal services.

On August 14, it was reported that the FAS would prepare a bill regulating mark-ups on products. The stores Pyaterochka, Perekrestok, Karusel, Lenta and Magnit underwent unscheduled inspections. As indicated in the service, their goal is “to prevent an unreasonable increase in the cost of socially significant food products”, which may be caused by collusion.
