Rosstat is going to calculate the earnings of Russians in a new way, Vedomosti writes. They will begin to include income from investments in exchange-traded assets through brokerage accounts.
The department has already created a working group to discuss adjustments to the methodology for calculating the monetary income of Russians. It includes representatives of Rosstat itself and the Central Bank. One of the key proposals concerns the accounting of data on the state of their brokerage accounts in the income of individuals.
In particular, dividends on shares, coupon payments on bonds and capital gains resulting from the successful sale of securities are taken into account. Under current rules, until these funds are withdrawn from the brokerage account to a regular bank account, they are considered savings, not income.
According to representatives of Rosstat, the new methodology will make it possible to more accurately calculate the amount of income of Russians. At the same time, they note the importance of separating funds from individuals and legal entities accounted for in brokerage accounts.
The initiative is due, among other things, to the growing popularity of exchange trading among Russians. The experts interviewed by the publication note.
