The Central Bank of Russia made a statement

The presidential decree does not prohibit residents from making payments to non-residents in rubles and in foreign currency to pay for services. After the introduction of currency restrictions, Russians and Russian companies will still be able to buy goods abroad, pay for communal services, education, treatment, both in rubles and in foreign currency.

A part of foreign exchange earnings received from non-residents in any kind of foreign currencies is subject to mandatory sale.

There are no special requirements for the mandatory sale of a part of foreign exchange earnings, the sale is now at the market rate.

Foreign currency payments to non-residents on loans, the agreements on which were concluded before March 1, are subject to immediate termination.
