The law is not retroactive

Portugal has amended the law under which Russian businessman Roman Abramovich received the country’s citizenship, Foreign Minister Augusto Santos Silva said, according to Reuters.

According to the changes, “the requirement is introduced that [applicants have] a close connection with Portugal [contributing to the development of the country],” the diplomat explained. Silva called the amendments «a mechanism [to prevent] the manipulation of the law.»

The law is not retroactive. As a result of the changes, Abramovich will not be deprived of Portuguese citizenship.

As the minister said, the country will join the EU sanctions against the Russian billionaire, but will not be able to ban him from entering, since he will remain its citizen
