Waste disposal in Russia

Since January 1, 2019, Russia has introduced a new system for regulating solid municipal waste management services. Tariff for citizens consists of the following indicators: transportation, sorting, disposal, treatment, disposal of this waste.

“And all these costs, as agreed with the region, the regional operator may impose in the tariff. From this, the marginal tariff is calculated, which is then multiplied by the accumulation rate. And, actually, this is the sum of citizens’ fees,” said Dmitry Spring Cleaner Mironov

“On average, in the regions, the fee will be about 90 rubles per person per month. Actually, we are now in the process of studying these tariffs,” Mironov added.

All in all, he noted that over 70 billion rubles will be spent on recycling.

“As is known, about 60 billion are planned to be spent from the federal budget for waste treatment facilities,” the expert stressed.

According to him, one can add to this amount the environmental charge of the Ministry of Natural Resources of the Russian Federation.

“And the ecological collection, if you collect it all, it is also about a half dozen billion rubles,” he added.

Mironov also said that 15 regions of Russia are not yet ready for the “garbage reform.”

“Fifteen regions are those that are not ready, because their (marginal) tariff has not been established yet. That is, the likelihood that everything is correctly calculated is quite low, because you had to start working on this work for a long time,” – he said
