The UK has passed a law expanding the powers to impose anti-Russian sanctions. Amendments to a 2018 law that previously allowed the government to impose sanctions only on those it believes are directly «involved» in the «destabilization» of Ukraine

Amendments now allow to consider «involved»:

1. those involved in the destabilization in Ukraine
2. those who provide financial services, technologies and resources that can contribute to destabilization
3. those who interfere with international organizations in Ukraine
4. those who do business with Donbass
5. those who conduct trading activities or work in Crimea
6. those who «benefit from or support the Russian government»

The amendments include people and companies affiliated with the Russian government if they are directly or indirectly controlled or financed by the state, including through RDIF and NWF, or receive other material benefits from the government.

The amendments make it possible to impose sanctions against enterprises and individuals that are strategically and economically important for Russia, including against the heads of state-owned enterprises.

The strategically important sectors include chemical, construction, military, energy, electronics, financial services, transport, as well as information, communications and digital technologies.

The amendments do not mean the automatic imposition of sanctions, but will provide additional opportunities to impose them in the event of an aggravation around Ukraine.
